ISSUE 181001: PERS 2 publishes a "list of effective changes" for Pay/ Personnel/Travel Standard Operating Procedures (SOPs). A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD website pages. 3. SOP CHANGES SUMMARY - MAY 2018 A. General Comments: As part of the update process 2018 NAVADMINs (thru 143/18), PPIBs (thru 18-09), MPAs (thru 19-18) and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/workarounds required for the existing SOPs. Additionally, NSIPS release 1.4.13.0 announced updates to NSIPS RnS Component workflow, which had impacts on SOP users as well. Changes/updates with the most significant impact to the SOPs and Pay/Pers community include: (1) Retirement and Separations (RnS) - NAVADMIN 273/17, NSIPS WNFY, NSIPS Smart Sheets and UPKs (a) RnS Supplemental SOP: A RnS SOP has been developed and is currently posted in the SOP library at https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Library %20Temp/Forms/AllItems.aspx. The purpose of this SOP is to supplement the Separations, Fleet Reserve/Retirement and RC Demobilization SOPs with NSIPS RnS component processing functionality. There are 13 folders containing a total of 45 UPKs found under RnS Training on the NSIPS Splash Page. (2) Pay and Personnel Information Bulletin (PPIB) 18-09 Hardship Duty Pay- TEMPO (HDP-T) FID 14. This PPIB reflects updates announced last month in MPA 15/18 GUIDANCE FOR HARDSHIP DUTY PAY-TEMPO (HDP-T) TRANSACTIONS. Effective 01 June 2018 DFAS Cleveland will no longer accept HDP-T transactions via DWOWS. Accordingly: (a) Navy units who qualify for HDP-T on or after 01 June 2018 will prepare and submit the following FID 14 transactions to effect HDP-T entitlement: - 1403 transaction (report inclusive period from/to dates) type-T - 1405 transaction (correct HDP-T period) to correct a start or stop date of posted HDP-T entitlement. - 1406 transaction (cancel HDP-T period) to cancel a previously submitted report of HDP-T. (b) System utilization: - Ashore units: DMO (FID 14 transaction(s) until NSIPS is programmed) - Afloat units: DMO (FID 14 transaction(s)) DJMS system edits will bypass any other type of HDP such as HDP-L or HDP-M and allow the report to post to DJMS. There should be no open-ended entitlement to HDP-T. The Procedures Training Guide (PTG) has been updated to reflect the new FID 14 transaction series reporting procedures. The HDP SOP was updated to reflect the change in HDP-TEMPO entitlement processing requirements, which were effective 01 June 2018. (3) NAVADMIN 088/18 CANCELLATION OF NAVADMINs 203/14 AND 159/17. This NAVADMIN was first reported in the March SOP update. The Travel Advance SOP has been updated to reflect the cancellation of NAVADMIN 159/17. The Transfer SOP was updated to reflect revised sequencing of Overseas/Remote Duty Screening, Operational Duty Screening, and receipt of Transfer Directive (PCS Orders). (a) NAVADMIN 203/14 OVERSEAS/REMOTE DUTY SCREENING POLICY CHANGE, was published in September 2014 to announced changes in MPM 1300-304 that required Overseas/Remote Duty screening be completed BEFORE receipt of orders (Transfer directive) as per “Effective immediately, the new process will require the Service Member to complete the overseas screening process with Service Member’s command and Medical Treatment Facility (MTF) prior to the release of the Service Member’s PCS orders.” With the cancellation of this NAVADMIN 203/14, MPM 1300-304 (current version CH-29 of 3 December 2009), SUITABILITY FOR OVERSEAS ASSIGNMENT SCREENING AND REPORTING, was reestablished as the guidance that requires screening be accomplished after receipt of orders, with an update within 15 days and completed screening within 30 days of receipt of orders as directed in paragraph 1.a: “Time Requirements. Ensure that each member and family member being assigned overseas is screened and an update is submitted within 15 days after receipt of the transfer directive. The goal is to have all overseas screening requirements completed within 30 days. Report update and final determination via BUPERS ONLINE (BOL). Underway units that experience connectivity problems may submit via Naval Message using format in Exhibit 1.” The Transfer SOP was updated to reflect receipt of Transfer directive, then completion of Overseas/Remote Duty Screening. (b) With the cancellation of this NAVADMIN 159/17, MPM 1300-800 (current version CH-37 of 14 November 2011), TRANSFER OF PERSONNEL TO OPERATIONAL DUTY (OPERATIONAL SCREENING), was reestablished as the guidance that requires the operational duty screening be accomplished after receipt of orders as stated in paragraph 2.a - “An operational screening must be completed no later than 30 days after a Sailor is under orders to operational duty.” The Transfer SOP was updated to reflect receipt of Transfer directive, then completion of Operational Duty Screening. (3) NAVADMIN 143/18 POLICY REGARDING CAREER SEA PAY ENTITLEMENT. The subject NAVADMIN provided detailed categories of ships along with embarked staffs designations for the purpose of entitlement to Career Sea Pay (CSP). Additionally, the NAVADMIN addresses issues highlighted in recent Ops Alert on similar subject regarding Coastal Riverine Squadron assignments. The release of NAVADMIN 143/18 delineates payments of sea pay and procedural compliances for payment. PROCEDURE: Accordingly, to maintain compliance with the Military Pay and Entitlements Key Audit Supporting Documentation (KSD), a CSP NAVPERS 1070/613 (Page 13), marked as Permanent will be utilized for payment of Career Sea Pay. NPPSC 7220/4, Career Sea Pay Tracker, cannot be submitted in lieu of the CSP Page 13. BOTTOM LINE: Ensure commands are utilizing the CSP Page 13 for start and stop of CSP entitlements. Any questions or concerns regarding a commands entitlement against this OPS ALERT should be forwarded to NPPSC for determination. The NAVADMIN should be read in its entirety. The NAVADMIN highlights are included below: - NAVADMIN 143/18 cancelled NAVADMIN 415/02, Annual Review of CSP Entitlement For Ship-Based Staffs And Units, which was published in December 2002, in its entirety and announced changes to CSP policy established in OPNAVINST 7220.14, CSP and Career Sea Pay Premium (CSPP) (changes will be incorporated into the next update). - Category B staff designations, listed under paragraph 10 of OPNAVINST 7220.14, are abolished. Only those vessels categorized as a Patrol Ship (PC), combatant ship, or auxiliary ship in SECNAVINST 5030.8C, General Guidance for the Classification of Naval Vessels and Battle Force Ship Counting Procedures, will be eligible for designation as Category A or Category B vessels for the purposes of CSP entitlement. - Service Members serving onboard Category A vessels receive continuous CSP. The vessel classes identified in paragraph 3 of subject NAVADMIN are designated Category A. - Designated Afloat Staffs that are permanently embarked and serving in Category A vessels are the only staffs authorized to receive continuous CSP. All other Afloat Staffs receive the daily CSP rate (1/30 of monthly rate) only for days in which they are either underway or embarked and serving in a Category A vessel. The following Afloat Staffs, assigned to vessels of Forward Deployed Naval Forces and without working spaces ashore, are designated Category A: COMSEVENTHFLT and CCSG5. - Service Members serving onboard Category B vessels are eligible for the daily CSP rate (1/30 of monthly rate) when the member is embarked and serving in a Category B vessel that is in a port more than 50 miles from the homeport of the vessel or when the vessel is underway for 8 continuous hours. The following vessels are designated Category B: IX-21 (USS CONSTITUTION) and TSV (THEATER SUPPORT VESSEL). - Category B staff designations, listed under paragraph 10 of OPNAVINST 7220.14, are abolished. All Afloat Staffs not designated as Category A in paragraph 4 of subject NAVADMIN shall receive the daily CSP rate only for the days in which they are either underway or embarked and serving in a Category A vessel for 8 continuous hours. - Special Boats and Expeditionary Units: Assigned Service Members shall be eligible for the daily CSP rate when embarked and serving in the units identified in paragraph 7 of subject NAVADMIN. - Landing Craft Utility: Assigned Service members shall be eligible for the daily CSP rate when embarked and serving in the craft under the circumstances identified in paragraph 8 of subject NAVADMIN. To ensure auditability of CSP entitlements of the Service member, sea duty time and counter must be documented using manual or electronic Administrative Remarks (NAVPERS 1070/613) in NSIPS and signed by the Commanding Officer (CO) or designee. Copy of signed CSP NAVPERS 1070/613 must be forwarded to Commander, Navy Personnel Command (COMNAVPERSCOM) Records Management and Policy Branch (PERS- 313) for permanent document retention via e-submission. The CSP and CSPP SOPs are being updated to reflect the policy clarifications/ changes. (4) May OPS Alerts: There was an Ops Alert issued on 13 June 2018 regarding CSP and CSPP entitlement for Coastal Riverine Squadron (CRS) Sailors (Sailors assigned to Category B vessels). In addition to Ops Alert, recommend complete review of NAVADMIN 143/18 discussed in paragraph 3.A.(3) above. (5) NAVADMIN 139/18 ANNUAL RECERTIFICATION OF SPECIAL DUTY ASSIGNMENT PAY (SDAP). This NAVADMIN announced the annual SDAP recertification process for FY-18 and clarified retroactive payments and procedures. COs are required to annually review and certify each entitlement to SDAP of assigned Sailor(s). This certification is to verify every Sailor who is assigned to an eligible billet remains qualified to fill the billet and is receiving the correct SDAP level. Certification shall commence upon the release of this NAVADMIN and continue through 31 August 2018. Commands that do not complete the required certification by 31 August 2018 will have the SDAP of their Sailors terminated retroactive to 1 June 2018 and no back pay will be authorized. Note: Additionally, the following SDAP NAVADMINs remain in force, and should be reviewed in conjunction with the annual SDAP recertification, as required. - 058/18 SPECIAL DUTY ASSIGNMENT PAY MARCH - 093/18 SPECIAL DUTY ASSIGNMENT PAY APRIL The SDAP SOP was updated to reflect the current SDAP annual recertification NAVADMIN requirements. (6) The Extension and Reenlistment SOPs. These SOPs have been updated to add references NAVADMINs 118/18 and 119/18 discussed below. The SOPs have also been updated to add BUPERS 328 and remove PERS 81/811/812 for any conditional contract approval requirements, consistent with the Reenlistment/Extension webpage. Lastly, the Reenlistments SOP was updated to emphasize verification the correct Branch Class/Code election consistent with NPPSC OPS Alert on the same subject (See April SOP Update). Control points for both the customer command and PSD/Personnel Office were updated to emphasize this requirement. (a) NAVADMIN 119/18 SELECTIVE REENLISTMENT BONUS (SRB) UPDATE MAY 2018. This NAVADMIN announced revised SRB award levels and reenlistment policy for Active Component (AC) and Full-Time Support (FTS), and superseded NAVADMIN 032/18, SRB UPDATE FEBRUARY 2018. The NAVADMIN also expanded the SRB program by adding 39 skills in 12 ratings, increased award levels for 135 skills in 48 ratings, and announced a rolling eligibility window to reenlist for SRB. Changes to Navy Enlisted Classifications (NEC) as a result of the new NEC construct are reflected throughout this NAVADMIN. As a reference, both legacy and new NECs are listed to show SRB eligible ratings/skills. Legacy NECs are annotated in this NAVADMIN as LNEC and new NECs are annotated as NNEC. Commands should check the NPC website listed in paragraph 3 of the subject NAVADMIN for updates as new NECs are released. (b) NAVADMIN 118/18 PROFESSIONAL APPRENTICESHIP CAREER TRACK (PACT) PROGRAM CHANGES. This NAVADMIN announced comprehensive policy and process changes to the enlisted PACT Program outlined in MILPERSMAN 1306-611. The policy changes outlined greatly benefit PACT Sailors by allowing them to play an active role in deciding what is best for their careers by communicating directly with their detailers and Enlisted Community Managers (ECM). This direct link will enable a more effective and dynamic determination of rating designation qualification and assignment to prioritized jobs based on the abilities and desires of the Sailors. Updates to MILPERSMAN 1306-611 are forthcoming. The ESO/NEAS SOP was updated to include NAVADMIN 118/19, since PACT Sailors willing to obligate service to complete the sea tour for their new rating, or a minimum 24 months of additional sea time, whichever is greater, may be authorized immediate advancement to E-4 with Commanding Officer approval. (7) NAVADMIN 113/18 FY-19 SEAMAN TO ADMIRAL-21 (STA-21) PROGRAM ANNOUNCEMENT. This NAVADMIN solicits applications and provides guidance for the FY-19 STA-21 Commissioning Program. The deadline for submission of applications is 01 July 2018. Application packages must be postmarked on or before the deadline date. It is recommended that applications be mailed prior to the deadline as early submission to allow timely feedback to the applicant for any submission discrepancy. Deadline for supplemental submission of additional documentation to a package of the applicant is 01 August 2018. No additional documents can be added after this date. The selection board is scheduled to convene in September 2018, and the selectees will be announced via NAVADMIN. The ESO/NEAS SOP was updated to reflect current STA-21 Program references. B. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from updates to the NPPSC checklists and MILPERSMAN updates. The impacts are detailed below. Additional note: PSD Norfolk submitted a recommendation to update DD FORM 884, NOV 2010, Application for Transportation for Dependents, since this form is one of the few remaining forms that are in common, frequent use for which the Service Member does not have Digital Signature capability in block 16.a (SIGNATURE OF APPLICANT). The recommendation has been forwarded for consideration. 4. MPM Updates: (a) MPM Change 62 Quarterly Change Report was published 23 April 2018 and includes a summary of the eight new/updated articles that were part of Change 62.
